Texas Lawmakers Pass Ibogaine Bill That Gives State a Commercial Stake in Psychedelic IP

May 20, 2025

Texas lawmakers have passed legislation establishing a state-backed research consortium to study ibogaine as a potential treatment for substance use disorders and other mental health conditions. The bill authorizes clinical trials aimed at developing an FDA-approved ibogaine-based medication and positions Texas as a center for future research, development, and manufacturing tied to the compound.

The legislation also gives the state a commercial stake in any intellectual property resulting from the trials, ensuring that Texas retains a share of potential revenue from successful drug development. Supporters of the measure say the model could serve as a framework for other states exploring similar research efforts, while a portion of any state earnings would be directed toward programs supporting veterans.
